Just wondering if tile can only be located if a passerby has the tile app? Same question for the air tag and samsung trackers? I think with the two alternatives the unknowing passerby only needs to have an apple device or samsung device with those two, but i may be mistaken.

Yes you’re correct. The tile network is mainly made up of those using the tile app, so the network is much bigger with the likes of AirTags.
