That's not an entirely unreasonable point. But I still think there should be greater transparency behind the scheduling of these games. Here in Australia, the scheduling of AFL matches is a very sensitive subject that gets a lot of media attention. A lot of effort goes into ensuring that the process is fair and transparent.

well actually it's globally known that India has the largest share in ICC, ICC has been forced to agree with india's terms or else they'll rule themselves out and cause millions of dollars of loss to ICC and put them into debt., henceforth they are unfairly obliged to India's terms. To answer the question why India is having games in Dubai
Cause we are host team playing away from home so we lose the home advantage, hence we were given the concession to choose where we want to Play . This is not a theory or guess it is true..

Apart from the venue point the schedule for the matches is unfair too where if we compare between Pakistan and India where Pakistan has to play all of it's matches with not that much gap or rest whereas Indian is playing it's next match after a rest of 6 days. ICC seems to be biased here too.

We have 2009 t20 world cup too. Given the upheavals pak faced in last 20 years since 9/11 and poor administrators we have done a decent job at competing in world cricket.
The reason is that everyone is connected to the economy. As the economy gets better sporting infrastructure will be better and the talent will be natured to bronze, silver, and gold. The focus of Pakistan has been Islam, jihad, Hindu, Israel etc. At the moment economy is not getting any better but going down the drain

I think its normal that ICC deliberately or anyone wants the match of ind vs pak its ok because we only play in world cup no bilateral series so we get a chance to play on the other hand ind and pak group is much easier then the other one so why unfair
