No... ordering is done just for our convenience to know which number is repeated more no. of times... there is no other purpose besides this... unlike median, arranging the numbers is not a must.

If your question is regarding successive class interval of the modal class, then you take it as zero .

If the class interval is continuous as in 20-30 30-40 40-50.
You don't add .5 at the higher limit and don't minus .5 at lower limit.
If the class interval is not continuous.
16-20 21-25 26-30
We minus .5 at lower limit and add .5 at higher limit. So the class interval becomes continuous
15.5-20.5 20.5-25.5 25.5-30.5
