If you look closely toward the end of episode 7, you can see one of the Atlas guards dancing with Penny. It's cute. Ah, Zwei and the mystery of how the mail system works in Remnant, LOL. It's mostly a gag to introduce the dog. Cinder used dust in her clothing, "an age old technique" as Ironwood said. There are also power levels to the characters and Cinder's is pretty high. The guards would have been able to handle most threats, plus they're in a time of peace and not expecting trouble at the communications tower in the middle of a well-protected kingdom.

the thing with the military being so lackluster is tricky but if you think about semblances, you can figure out why an organization that's rigid and uniform will have such weak fighters. the main power of each person in remnant is expressed through their aura, which is the expression/manifestation of the soul. everyone is different, unique and special. but if you stuff people into a uniform outfit like a military organization, which would suppress that uniqueness, their semblance will be stunted. leading to less powerful soldiers. not to say that there isn't a utility to a large, uniform fighting force that you can deploy in any conflict and be able to attain an expected result. but y'know, w/o superpowers.
FunFact: Penny is not programed to have feelings, she have feelings because she have an aura, remember, aura = manifestation of a soul. Penny is so revolutionary not because she have so much firepower or because she looks so alike a real girl, but because is the first android that have it's own soul, capable of generating it's own aura, now, how did Atlas achive something like that? Well, ask to Penny's creator once you know him in the future ;)

Velvet (Bunny Girl) was so popular with fans, CRWBY made her into a named character with a voice actor; they even held a contest to design her battle outfit. Her VA is from Australia and you can hear it when she speaks.
For the pawn (the symbol on the computer) idk if you noticed but at the end of volume 1 on Ozpins scroll it said the "queen has its pawns" and its a refrencse to that basically saying cinder and her gang are pawns. Also I don't think anyone has mentioned this but all the characters are based of fairytale characters and legends. Ruby- red riding hood weiss- snow white blake- belle and yang - goldilocks. I found it really fun trying to guess which characters each person is based of as it reveals things about the characters. Cinder is based of cinderella and her having to get back at midnight was a nod to that. They aren't all storybook characters tho jaune arc is based of the Catholic saint Joan of arc .
Each team is based off a single theme. RWBY is fairytales, JNPR is crossdressing warriors (Jaune is Jeanne D'Arc, Nora is Thor, Pyrrha is Achilles, and Ren is Mulan), CRDL is birds, CFVY is sweet treats (coffee, fox hunter's pie, red velvet cake, and yatsuhashi), etc.

Monty Oum loved Dance Dance Revolution and also loved animating dance sequences in general. On the RWBY Volume 2 DVD special features, Monty re-animated the JNPR dance sequence here with a whole host of other characters, from the teachers to Penny & her Atlas Guards, to even a pack of Grimm. Cinder(ella) uses weapons made of glass...which is just super-heated sand. All she has to do is keep some sand in a pocket or on her clothes and she has a weapon whenever she needs one. Of course, it helps that she is a fire specialist, somewhat how Weiss is an ice specialist.
As a side note, the show never mentioned Ironwood's semblence, but it's mentioned elsewhere, like in books and such. Ironwood's semblence basically suppresses his emotions, allowing him to act with pure logical objectivity... for better or worse.
A lot of the soldiers are just regular soldiers, they could have their aura activated (the basic force field around their bodys), but not a semblance, semblance is uncommon to be unlocked by any other than hunters and huntreses because you need to have a lot of control over your aura first.
My personal head-cannon for why Jaune was so oblivious about Pyrrah is that he has seven sisters and is sharing a coed dorm room with her. He'd sister-zoned her without realizing it.
