Had this coach been from the developing world, he AND the athletes associated with him would have been banned for life, and said athletes would have had to forfeit medals and results. The IAAF seems content to only go after the low-hanging fruit.

Exactly. Jessica Hull ran incredibly as a college athlete and had many different routes that she could’ve taken as a pro. I would find it extremely, extremely surprising if Jessica Hull joined the Oregon Project with intentions of cheating in any way, shape or form.
