Most of the spooky scary stuff you get exposed to, especially as a kid, is more on the lines of the fun, goofy, Happy Halloween type stuff. Lavender Town had mourners. The details of the deaths were mostly unimportant, the dead in Pokemon were missed dearly. You can really feel that pain in the theme.
I really didn't understood why people found that track "scary" when the town theme was supposed to be sad and mourning. Myself, even 5 years old me, was never scarred by Lavender Town but instead I was sad and melancolic.
It became infamous due to misinformation about Japanese suicide and "bineural beats" that would give the listener depression. So the creepy aspect was that you were listening to a track that potentially killed someone. All of this is debunked and a lie of course.

Gloomy Sunday is about someone grieving their lost love and hinting that they'll kill themselves to be reunited. It's not that far a stretch: what differentiates a ghost story from a horror story is the underlying emotion it's based on. Horror stories are based on fear. Ghost stories are based on sadness.
