We (US) are also required to take RASS, which states if someone is apparently, absolutely, and/or obviously drunk, you're not supposed to serve them. It's a class that everyone servicing alcohol, and/or bartending is supposed to go through (since there's higher repercussions for establishments that don't), but most places don't want to pay the $350/employee to have them take it. Though here in the US, an establishment is given 3 opportunities to get better before the license is revoked.
If you still care about the details: Here in the US, there are a variety of different regulatory regimes because they can vary by city, state, and even type of business. For example, the casinos I've worked at when I was in the gaming industry needed city licenses, state licenses, and a separate liquor license from the state gaming commission. However, in MOST cases (not all, but most) it was at the business level, and individual employees (whether they were bartenders or just servers) were not required to get an actual license, though in some cases a specific training or amount of training was required. In the state Gaming Commission proceeding I read, the server who was brought up for disciplinary action for serving an intoxicated high roller guest testified they were threatened with being fired if they cut that guest off. The Commission was somewhat sympathetic but held that they still should have stuck with the rules, and that server had their gaming license suspended for 60 days and was fined for violating the alcohol service rules...and ended up getting fired anyway for being unable to work. I don't think anything technically happened to that casino, but I'm sure the Gaming Agents watched them more closely for awhile.

You don’t always lose your liquor license. I do work at a bar in Texas, and the TABC was there doing check ups on the bars in town and the bar had to fire them and the bar got a ticket but it doesn’t get rid of the license.

Apparently, they're only for when you're interrogating a suspect, if there's no interrogation there's no need to read them their rights. Even if they want to interrogate the suspect, they don't have to read them their rights at the scene, just before the interrogation, so it can be done at the police department.
I once worked for a retirement home as server and one of my regulars was a man who I was informed could not have alcohol. Yet, he would always ask for it and would get violent whenever we would tell him no that multiple times we would have to get a supervisor. I was not trained for that situation nor informed on what to do to accommodate him. All I was told was that I could not give him alcohol. So yeah, for first time bartenders and servers they need to teach the signs of what to look for and to count how many drinks someone has had because they don’t know anything they just started.

But the two go hand in hand. You stop retaining memories, then you fall alseep. And you won't remember what you did while you were awake just befote you conk out. Most people just manage to get to a bed before that happens, either themselves or with help. That is literally what happened to Fergus. He didn't remember anything he said or did while you were trying to get him home, but like you said, he wasn't unresponsive and just seemed to be sleeping. Getting knocked out or being rendered unconscious is different and what most people think blacking out is, because they stopped retaining memories. But its much more serious and most people never have it happen to them. Being rendered unconscious is an emergency, as you can drown in your own vomit or get brain damage. When you sleep, even when drunk, your body moves on its own to change position, which will keep you from choking or suffocation. But someone who has been knocked unconscious through an overdose, either drugs, alcohol or both will be unresponsive and just lay there and die.
At the bar I used to drink at they ID everyone before serving them. The last time I drank I was in my navy white uniform for a Memorial Day celebration. Absolutely no one at the rank I held is 21 or under these days. I was told a bar tender will watch a person's eyes as they order or receive a drink and how they are talking. It's very similar to how a police officer might come to the conclusion DUI tests are required after first contact with a driver they just stopped when combined with all the other stop circumstances such as swerving, failing to stop at lights/signs etc.
