OK, so I think I need to set a deadline. I'm starting to re-create the levels based on the video, and if there's no download link with the ARC files in the description by the time I'm done, I'll share my versions right here, alongside some of my own tilesets.
Luigi P1 (Action Replay) 04354E60 00000001 Laggy because there is too much crap on the screen at once but the Dolphin Emulator has improved over the years and has gotten better at emulating games
NSMBW in Dolphin is laggy AF, at least with an Intel On-Board GPU. (Not sure if Dolphin benefits from GPU at all, but IIRC it does have HW acceleration.)
Super Mario Maker has better mechanics but Reggie Level editor has the 8 bosses and power ups and there are some environmental mechanics like the water bubble, sinking sand, rising water levels. You are not limited to sub levels too so you can make as many caves and pipes/doors to different places if you wanted to.
@arcader dude Levels are already considered impossible when they're not reasonably beatable in a time one is willing to call finite (a common deadline being an hour).

Ths lag within this level gives some insight as to how the sound effects are generated (on the fly, it seems).
