Catch is, the airport operates 24/7 with flights departing and landing on all active runways (depending on wind direction). Even at 2 and 3am, flights take-off and land, so while residents in the area may not like it, it's their fault for buying property where an airport had already long been situated (and the courts have consistently agreed). Dulles also serves as the emergency airport for the region, as National for security reasons, cannot accept emergency landings from non-scheduled aircraft (meaning that if the flight wasn't scheduled to go to National, it can't land there due to the security restrictions in place). You get maybe an hour and a half at best between banks even at night. So the airport simply lets the rubber build until it reaches a certain point and then they arrange for the runway to be taken out of service for a couple of days and open the fourth runway (12-30) to aircraft which can handle a crosswind.
