Yeah. The road was fine. Don't know exactly why they didn't allow it. All they told was to repair the roads. As far as hiking is concerned, I won't recommend it, especially for someone who's not used to it.
When I went there in Nov' 23, tourists weren't allowed to go by cab beyond the checkpoint. But this may be different from time to time. So, you can visit the nearest tourist center in Almaty to know the current rule. I had to walk about 4 hours ( 10-12 km).

Since it's a hilly area, you may not find a good connection. And sometimes, there is no connection at all. It changes as you move.
