Nice one mark, very different pieces, I fired one for in Novemeber and was definitely like the 2023 batch.... the early batch looked beautiful, it packs a punch for it's size!

I've found some brands use 25m for F2 classification cakes and barrages particularly some imported Jorge and Klasek ones. Even though it might be a F2, I think it's the explosive power / bore tube size / effects or fallout debris that can sometimes err on the side of caution, which I can understand. If something says "Spectators must be at least 25m away" or "Spectators must be at least 15m away", in the case of F2 fireworks, then no matter what you might think, it is far safer to be careful and adhere to it at all times.
Even if something is small and tame, or from a selection box, which is F2 and has a safety distance of 15m or 25m, that doesn't or nor shouldn't give an excuse to blatantly ignore the spectator safety distance specified on the packaging and labels.
If something goes wrong with a firework, then as long as you've followed the spectator safety distance recommendation to the letter, and ideally are wearing appropriate PPE as I often do hand firing displays with a Bullfinch FirePower bottle torch using propane, then it's just a mere safeguard in case the unlikely happens ie manufacturing defect or firework misfire / malfunction, such as a case of rough handling / a defect in a firework component / tube bulges / cracks in explosive composition etc.
But if you ignore such advice, and fire at 8m, when the labels say 15m spectator distance or 25m spectator distance on F2 stuff, then if something goes wrong with a firework causing injury or property damage or somebody gets hurt, then you will be held liable for compensation.
Some importers of popular brands like The Powder Keg and 1st Galaxy Fireworks who import Jorge and Klasek into the UK probably do product testing measuring bore tube size / fallout debris distances, etc and base the English instructions on their findings which is understandable.
NB Quite a bit of Gemstone Fireworks UK Limited F2 recommends "Spectators should maintain a spectator distance of 15m away", as a fair bit of their F2 stuff packs quite a fair old punch in explosive power, particularly aerial fireworks, even in the selection boxes.
