If you're a US citizen you can't avoid capital gains at all, if you're not a US citizen then you can, the cost will be around $12,000 - $14,000 to set up the company including your residence visa, bank accounts, etc

Depends on your citizenship, but usually you can create a company in Dubai for example and hire yourself as the main employee for trading, then you can get a residence permit in the UAE. Then pay 0% on the profits of the company since UAE has 0 capital gains and 0 corporate tax.
