It seems like the issue with her is that she’s not given much range to expand her character. It seems to me that perhaps she could be of good use in an Aquaman comic. Or rather in a Justice League as some form of anti big bad goddess who’s seeking to bring about the destruction of earth due to human nature’s destructive and chaotic ways to how they mistreat the earth. More of creating a balance to be rid of what is perceive as evil. More in an apocalyptic setting.
Naiad is similar to Johnny Sorrow in many facts: -They both were normal humans who suffered tragic deaths. -After death, they met a misterious yet powerful being who granted them with superpowers. -They both return to life with superpowers and started doing violent acts that brought the attention of superheroes. -They faced off against The Spectre at least one ocassion.

For someone that claims to care for the planet she certainly doesn't act that way, and you would think that a manifestation of the planet would be more wise and understanding. After all the earth isn't so thin skinned and has put up with all our junk with little care.
It's maybe because The Spectre couldn't really judge her. And remember she also a force of Nature. So her act maybe be justified by both nature and human emotions alike, because she has a human soul. But still get her powers from a Primary Source of the Elements a.k.a from Gae or Gaia? . That's why it take the Spectre longer to make things right and come back to normal.
