I assume you are talking about 2 degree of freedom rotation in that case yes. But if you talking about 1d of freedom(as in video) then no single angle limit mate is enough just apply logically
yes you have to select mate type. Some mates i think will workout like coinicident(ball and cage outer surface need to be selected) , tangent (ball and cage outer surface need to be selected)

use lock rotation. right click on the part and choose lock rotation.
