Here order of derivative is 3( D^3), degree will be assumed l, so how degree of every term to be 3,pls explain???

Degree for diff. equation and polynomial are different ok
If you are checking degree of diff. equation then use the related concept.
If you are checking degree of
D^2+3D+1 then use concept of polynomial it's not complete diff. equation.
