Conclusion
If you are using OLD REGULATOR which is known as ELECTRIC REGULATOR wont save any electricity even if you reduce the speed of the fan, while in case of NEW REGULATOR which is known as ELETRONIC REGULATOR will save electricity if you reduce the speed.

Need some corrections
1. In case of electrical regulator when you drop voltage across resistance there is reduction in torque and thus due to more slip the fan speed got reduced. This is not an ideal situation for motor and it gain temperature
2. In case of electronic regulator what you explained is called Pulse width modulation (PWM) whereas in Triac the voltage (hence power) is varied by changing firing angle of sinusoidal wave
This is also not ideal situation for motor since due to deformation in waveform the motor produce humming and abnormal sound. Things goes worse when you connect to square wave inverter
My suggestion if you have sinewave inverter then you can use any of regulator but if hv square wave then must use electrical regulator
