Where I come from this happens almost every single time it rains with a bit of intensity, no need for super storms to happen, and some years it can rain several times (like more than 3 or 4 times).
My country has mostly separated the rainwater and sewage systems before 2017 and has been building separate systems for new development for well over a decade. There are some rural areas where this is not feasible, but I understand that for all the major cities and towns, this is now mandatory and complete.
The city of Ottawa, Canada's national captial, is almost finished building a large set of tunnels called the combined sewage storage tunnel to temporary store overflow much like what you are describing for Chicago

I suspect a lot of cities have sewer overflow tanks. It's a cheap stopgap in cases where runoff could overload waste treatment. In my city, they're also trying to separate stormwater from sewage. One big contributor is that older housing editions connected their foundation drainage tiles directly into the sewer. They're forcing homeowners to have their foundation tile disconnected from the sewer, and it's quite expensive. (it usually involves jackhammering up parts of the basement slab)
In my city (Bengaluru, india) we have overflowing drains onto the road not only because the separate rainwater ditches are always clogged but also because of the city planners underestimating overpopulation.
Chicago's not the only one. San Fransico already has giant underground vaults for combined sewer stormflow. This is a very old problem btw, not actually getting worse from land use, since the areas that are old enough to have combined sewers (no longer allowed by code) were completely paved long ago thus new impervious surfaces contribute to discrete stormsewers, not combined sewers. As for increased storm intensity, that depends where but generally yes greater heat means more water in the atmosphere so when it dumps out there is more to dump.

On a Little off-topic, I’ve actually been to Lake Michigan on holiday; The place actually looks more like an ocean then a deep lake, especially with the sand everywhere.
In Germany more and more cities also constructing tanks to save the water for the moment of a storm and then slowly release it into the rivers. Most of them are underneath the ground.
we had a septic tank buried in our front yard in the suburbs as a kid that had begun settling at a bigger and bigger angle tilted towards our house. it was... not a good time whenever it got blocked up, which was constantly.
I & I or inflow and infiltration are big factors as well. Chemical grouting with NSF 61(potable water rate) approved grouts helps mitigate the amount of water that enters the sanity system while also preserving infrastructure.
Also, some cities try limited emergency treatment (such as 2 guys standing in the rain pouring buckets of chlorine in the sewage as it flows past, or limited settling times in alternating settling tanks) it's not a good system, but it's better than nothing.
Fun fact: On August 8, 2004, a tour bus belonging to the Dave Matthews Band dumped an estimated 800 pounds (360 kg) of human waste from the bus's blackwater tank through the Kinzie Street Bridge in Chicago onto an open top passenger sightseeing boat sailing in the Chicago River below.
I was gonna say, the sewage system in the Netherlands already separates the different sewers, for as long as I can remember. So I was kinda confused at the start of the video when you said the opposite is true 😂
Another possible solution to help with the problem would be to change where discharges happen. In Florida when discharges do happen it is directly into the coastal estuaries! Extending the discharges out to the deeper offshore regions would help a lot but would not really be an end all solution.
My town just cut off the water run offs that used to run into the sewer And then said meh to the homes basements that flood since the drains no longer do anything or go anywhere. Yay!
Short answer, we make too much crap. I'm glad Tampa was built on a split system. The down side is that our storm water runoff isn't treated at all. Every storm drain has a paint maker "drains directly to bay" reminding people to be careful what they dump where.
