I don't recall Shockwave ever being on the Seven. Not even for a brief moment. A-train was worried Shockwave would be his replacement, but it never ended up happening. A-train won their race and secured his spot on the Seven. Shockwave never became part of the team.
Jack From Jupiter is mentioned multiple times in the show. Most recently season 4 Finale. You can see Jack being listed as one of the heroes on the screen during a meeting between the seven.
1) his parents were likely volunteers who needed money, so they sought out Vought, and 2) there would have been no way of knowing he would become strong enough to join the Seven at the time. Purely the way the dice rolled.
I think sage should be higher because of how strong she is not physically but she said she had the cure to cancer but got laughed at so technically she is one of the most strongest people in the world
