  • The project to rehabilitate and upgrade the quality of National Road No. 4, which connects Phnom Penh to Sihanoukville by the end of June 2024, has reached 54.80%, and is scheduled to be completed on December 31, 2026. This is according to the confirmation from the Ministry of Public Works and Transport on July 5, 2024.

    Please be informed that the project to rehabilitate and improve the quality of National Road No. 4 is under the implementation of projects and programs funded by the World Bank (WB) with a budget of 110 million US dollars, planned to be implemented for 8 years (2018-2026). And implemented by the Ministry of Public Works and Transport. This funding will be used for the repair and maintenance of National Road No. 4, 196.10 km long, by expanding the road, digging canals and repairing old bridges, building new bridges and using it to update the road data management system and provide technical training to government institutions.
    According to HE Pheng Sovicheano, Secretary of State and Director of the National Road No. 4 Rehabilitation and Upgrading Project, the project plans to rehabilitate and maintain National Road No. 4 with a total length of 196.10 kilometers, including:
    Part 1: Km 19 + 700 to Km 60 + 000 in Kandal and Kampong Speu provinces. Four lanes are 28.80 km long and two lanes are 11.50 km long, with a total length of 40.30 km.
    2-Section 2: km 60 + 000 to km 101 + 000 in Kampong Speu province. The four lanes are 2.68 km long and the two lanes are 38.32 km long and the total length is 41.00 km.
    3-Section 3: km 101 + 000 to km 143 + 000 in Kampong Speu and Koh Kong provinces. The four lanes are 0.30 km long and the two lanes are 41.70 km long and the total length is 42.00 km.
    4-Section 4: km 143 + 000 to km 186 + 000 in Koh Kong and Preah Sihanouk provinces. Four lanes are 0.93 km long and two lanes are 42.07 km long, with a total length of 43.00 km. The fourth section was postponed because the contractor did not build on time, so the ministry canceled the contract and confiscated a deposit of about 800,000 (eight hundred thousand) US dollars. The ministry will re-procure the fourth batch in August.
    5-Section 5: Km 186 + 000 to Km 215 + 800 in Sihanoukville. Four lanes are 7.30 km long and two lanes are 22.50 km long, with a total length of 29.80 km.
    6-Package 6: km 48 + 695 to km 202 + 688, repairing 24 old bridges, 8 box drains, 9 round drains and replacing 5 old bridge components in Kampong Speu, Koh Kong, Sihanoukville.
    7-Package 7: km 38 + 076 to km 204 + 973, construction of 8 new bridges in Kampong Speu, Koh Kong and Sihanoukville provinces.
    It should also be reminded that before the reconstruction, National Road No. 4 was only 7 meters wide, and now the project to upgrade the quality of this road has been widened to 10 meters, with a length of 40 kilometers. Will be expanded from 2 lanes to 4 lanes.
