If you go to Settings > Account Settings > Enroll into Device Management Only, you should be able to enroll it via this method. It will come up as Personal device but you can change that in the Device Properties in Intune. This has worked for us. You will need to enable MAM enrollment first.
In Intune admin center, go to windows devices. Select the Device for which you want to check the local admin password. Under Monitor, click on Local admin Password. Click on Show local administrator password link. Click on Show. Now you can see the local admin account name with password. For more information you can check the Video Number 80. Is it possible to manage the password of a local account created separately on the device ( Not through Intune)
Will check this out tomorrow and reconfigure my laps again since I already configured this but no passwords are generated.
