Yes, the new HSK is implemented. The HSK Advanced level (Band 7-9) was introduced in December 2021, and the first official test was held in March 2022. The new HSK levels 1-6 are expected to be implemented in 2024-2025. In the meantime, the current HSK levels 1-6 are still valid and accepted by most Chinese universities and employers. However, it is recommended that students who are planning to take the HSK in the future start preparing for the new HSK test.
