Which Other Gym Leaders Deserve Promotions to the Elite Four?

  • Pokémon Gym Leaders are some of the most prestigious trainers around; but there's still the Elite Four over them as the most impressive Pokémon Masters! However every now and again we get to see a Gym Leader rise up to the ranks of the Elite, so which other Leaders would be the most likely to see a similar promotion in the future? (Especially from the regions where we've yet to see them...)

    Note about Norman: In the anime, it is stated that Norman is so strong, he could become a member of the Elite 4. So to still pick one, not thinking about Wallace, Id say Norman could become a Hoenn Elite 4 Member, replacing Glacia, as Member number 3!

      The elite four’s typing in Hoenn is where the first member’s typing has some effective advantage over the second one, which that repeats for third and fourth member. For Hoenn, Norman (normal) could only get paired with Brawley (fighting).

      We need a Normal Elite 4 member! Closest we have is Larry, but he doesn't fight with Normal types there.

      Well, that's what Max claimed (or that he was at least under consideration), so maybe take that with a grain of salt.
      Although, anime Norman does have a huge advantage in having a Slaking that doesn't actually have the Truant Ability.

    This is how I see Larry's situation: Larry was made an Elite 4 Member, but there wasnt enough candidates for Gym Leaders so La Championa assigned Larry the duty of Gym Leader for Medali City. Larry had several lines about being over worked and forced the change his teams for each role that he wasn't entirely happy about

      @@emperorcubone geeta is said, by larry, to overwork Larry specifically, its either Geeta doesnt like any of the Applicants or she deems Larry fit enough todo both jobs. Thats why I think he is an E4 first and a gym leader second, even though he spends most his days at the Gym. In Paldea everyone has a second "job" Kabu's is cooking, Geeta is chairwoman, Iono is Influencer, Larry's is Professional trainer, his main job is E4 and his second job is Gym leader

    Interestingly, in Raihan's league card, it mentions that he could easily become a Champion (or Elite Four member) in another region, if only he gave up his rivalry with Leon. But then again, that would separate the boyfriends, and long distance relationships are so hard to maintain! I'm happy for them; they make such a cute couple.

      Actually, until dethroned by the Rival, Lance is arguably the Kanto champion when you start out the game. So, you can see Lance more of reclaiming his title than ascending to it.

      @@lolidemon3163 I could be mistaken, but I believe the elite 4 order you battle is a ranking of them, going from lowest to highest. Thus, the 4th and highest elite member is considered the region’s champion of there is no active champion (like said champion either resigns or steps down for other reasons).
      Actually, I think that what happens with the former Kanto champion, where Red steps downs as champion (hence his status as a trainer when you battle him), which the status of champion went back to Lance, who also became the Jhoto champion as well.

      ​@lolidemon3163 according to Professor Oak (in Let's go at least, though I'm assuming this applies to all Kanto games), there isn't a champion position, only the elite four, the champion title is something that gets introduced during your journey; this makes Trace/Blue the first ever official champion of Kanto, and then Chase-Elaine/Red is the second champion of Kanto

    Volkner was in his funk because no challenger could beat him until you did, so I’m pretty sure he’s the strongest Sinnoh gym leader

    Volkner is the likeliest Sinnoh leader to get a promotion because he's already close friends with Flint. His Octillery and surfing Raichu would make it perfectly possible for him to clear Bertha.

    Now that you mention Giovanni, I remember I've heard he was an Elite Four on Gold and Silver's beta (he is, in fact, there on the Gold 97 Reforged hack rom), guess he can asume he is able to be promoted as long as no one realizes he's a Pokémafia boss

    Imagine Tate & Liza being in the Elite Four as the first Double Battle trainers there, or even as Co-champions.

      I would *PAY* to have that happen. I kid you not.
      Those two are often forgotten about with the only noteworthy thing about them being the only Gym Leader to be a duo and their battle be a Double Battle. Why not give them some serious justice with a promotion?

    If we include team star bosses in this, Eri is a cinch, I think. If you want to fit it in lore wise, maybe they were fed up with how nonchalant the league handles some things and decide to have a hand in deciding how things are done. Don’t tell me there’s an age requirement either. Poppy exists. But if Eri plays her cards right, her only real obstacle is Larry or the The psychic leader. (of course I forget the name now and I’m too lazy to find out) she could definitely steamroll a lot of the other gyms, and Geeta for sure.

      While I don't doubt some Team Star members could do it, they'd need to be Gym Leaders first. So Which "Evil Team" members could be Promoted to Gym Leader is a whole separate topic...

    I think Volkner makes for a good candidate. He's in a funk because he hasn't lost up to the player's arrival. He's friends with a current Elite Four member. And he says he would go for the Championship run if he wins against the player after being convinced to battle. His Electavire either has or has access to fighting moves and his varied team members makes him a bigger challenge.

    Aaron used to be a bug type gym leader in Sinnoh, promoted to the Elite 4 as said in Black and White 2 variety shows. Most likely when Byron moved to the Canalave gym due to there being a vacancy (probably because Aaron became the Elite Four).

    I think korrina could step up to become an e4 member. After all, she is one of the very few trainers that uses mega evolution in game. Her mega lucario’s steel coverage can beat vallerie

    Caitlin was promoted from Frontier Brain in Sinnoh to the Elite 4 in Unova.

    Is anyone else confused as to why the Gym Leaders feel as though they have more presence in every region than the Elite Four? Heck, when Unova had the PWT, only the Gym Leaders were invited. There was no Elite Four cup. It's weird how they're supposed to be even more powerful trainers, but they wind up feeling more like afterthoughts.

    I disagree with Morty.
    I know she's a sore loser, but I still think Clair would be great as an Elite Four member... especially when she had the guts to claim she could hold her own against them. Excluding her just for her fit-throwing attitude is kinda petty if I'm being honest. And who's the say she can't mature in however many years prior to her being promoted? I know Dragon-type Elite Fours are so overdone, but Clair's easily one of the most stylish Dragon trainers of them all.
    And it shouldn't matter which Gym Leaders has the most advantages over the rest in order to get promoted.

    No wonder we find the gyms easy, giving the pokemon only two moves is so stupid. The least GameFreak can do is give optimal movesets for the npcs to make them a tad harder.

    You are sleeping on Piers big time, since Piers nearly beat Raihan post-game without using Gigamax (Raihan even confirmed he would have lost if Piers would have used the mechanic - ergo, Piers is actually the strongest Galar trainer behind Leon).
    Galar Elite 4 would probably be: Raihan, Kabu and Gordie for sure (Since their League card basically confirm they are amongst the top tier trainers) and Piers (Post-game).
    Grusha would become Elite 4 member... since he is strong against 3 of the 4 Elite 4 members (His ice types beat Flying, Ground and Dragon). Not to speak about Grusha not having any GL he is personally weak against, due to the lack of a Fire and Fighting type Gym Leader specialist.

      Funny thing is that now with SV's DLC announcing an evolution to Duraludon, Raihan is retrospectively made more incompetent. He's written as an entirely frustrated character that can't catch up to Leon at all and is stuck being second best, but he simply refuses to evolve his Duraludon and doesn't even have a Dragapult which is the strongest dragon of the region, which should be his specialty. It is even funnier that he isn't even respected as a Dragon type master with half his team not being Dragon, and even in Masters EX only 1 out 3 pairs he has had was actually made a Dragon type.
      So with Piers refusing the use the main mechanic of the region, and other trainers having absolutely garbage and incomplete rosters, it's almost like everyone in Galar is nerfed on purpose to make Leon believe he is actually a good and strong champion or something.

If playing along with anime lore/ a future johto game Lance is being burnt out fulfilling champion duties over 2 regions along with Johto wanting to separate itself from Kanto so they reach out to the Johto native to try and strengthen their league. I’m a sucker for cross regional appearances so as he came from Johto I thought it was a cool idea

    My picks: Like in my other comment, it shouldn't matter who has the most advantages over the rest in order to get promoted.
    Kanto: Misty - She was originally intended to be one of the Kanto/Johto Elite Four in GSC, so I think restoring that bit of cut content would be real neat. She looks like the committed sort to me.
    Johto: Jasmine or Clair - Like in my other comment, Clair boasts she can hold her own against the Elite Four. And with her Rematch team, coupled with those annoying Thunder Wave spammers, I can definitely see it. Jasmine might not look the sort, but I can see her with a big, formidable team of Steel-types like Poppy and Molayne.
    Hoenn: Tate & Liza - These two are so outrageously underrated. When they stick together, they can really bring the pain, whether Elite Four or Champion. They really deserve some more love in my opinion.
    Sinnoh: Byron or Volkner - Seeing Byron rise up would be real neat and even inspire his son Roark to train even harder and take his place as the Canalave Gym Leader or maybe even become an Elite Four member like his old man someday. We know Volkner for being the depressed, demotivated sort, but maybe after seeing a rise in more challengers, he gained the motivation to become better and finally join up with his buddy Flint.
    Unova: Elesa or Clay - Electric is one of the few types that hasn't been represented by an Elite Four member, and Elesa looks, to me, the sort who could get there if she becomes more dedicated to battling and tones down on her fashion schtick. Clay, well, I agree with your thoughts about him, despite what I said about type advantage not mattering.
    Kalos: Valerie - Love her design. Fairy isn't represented by an Elite Four member yet. With how many Fairy-types there are out there, she could craft a pretty formidable team. 'Nuff said.
    Alola: Kiawe - He looks like the dedicated sort. The other Trial Captains look like the title just isn't for them. I was gonna say Lana, but I think it'd be hilarious if her twin little sisters Harper and Sarah ended up being stronger than her to the point of becoming Elite Four members or maybe even Gym Leaders once Alola gains its own set of Gyms.
    Galar: Bea or Raihan - Similar case with Kiawe for Bea. We've seen Raihan boldly take on Leon before, so it's safe to say he could be a member himself if Galar had its own Elite Four.
    Paldea - Katy: I dunno, I would find it funny and adorable that a baker would become so strong. She'd kinda be in a similar case to Larry, going between running her bakery and facing trainers taking on the Elite Four.

    Honestly, I think you made it more difficult for yourself with worrying about all the type matchups and everything. I think it's simply more of a ranking thing, like the Champion, Elite Four, and Gym Leaders are like the 13 top trainers in the region, the Champion is #1, then the fourth Elite Four is #2, then the third Elite Four is #3 and so on, basically setting it up to where the 8th Gym Leader is always the one considered first for the promotion, then if they don't want it or can't fulfill it for whatever reason then they go to the 7th Gym Leader and so on. As an example:
    Koga is the 5th Gym Leader in Kanto, Giovanni couldn't promote because he left so they couldn't get a hold of him and was also a known criminal, so they went to Blaine but Cinnabar volcano had recently erupted so he had to worry about rebuilding Cinnabar and was unable to fulfill Elite Four duties, so they went to Sabrina but she was worried about her acting career and also wasn't able to find a replacement Gym Leader, so they went to Koga who was able to leave and have his daughter Janine fill in as Gym Leader.
    That also explains why Larry was asked, because Grusha didn't want the job and possibly couldn't do it due to disability from his snowboarding accident. We see Tulip is actively focused on her fashion brands and such so she wouldn't have time to fulfill the Elite Four duties and possible she wouldn't want it either. Ryme is a well known musician and probably tours a lot so she's often not there to fulfill the duties and is more focused on the music. That means that Larry is next in line, he's a businessman that seems to do business in Paldea, and he seems to have plenty of extra time on his hands and may even work for the League itself, so everything lines up for him to be the one that is an Elite Four.
    All this to say it seems to be the 8th Gym Leader that is always asked first, but if they don't want it or can't do it then they go down the line until they find someone who will.
    As far as Alola, I'd assume the 4 Kahunas were asked, so Hala, Olivia, Nanu, and Hapu, with Nanu and Hapu saying no, so they then went to trial captains (Acerola and Molayne) and trial champions (Kahili) and asked them until they got someone, possibly trying to get 1 person from each of the 4 islands. I think that's probably what Alola wanted to do, the Kahunas, then the Trial Captains, then Trial Champions/someone of importance, trying to get someone from each island.
    With all that in mind it seems likely that:
    •Kanto- Koga, possibly Erika if Kanto were to promote again
    •Johto- Jasmine or possibly Chuck
    •Hoenn- Wallace, possibly Winona if Hoenn were to promote again
    •Sinnoh- Volkner or Candice
    •Unova- Iris, probably Marlon if Unova were to promote again
    •Kalos- Olympia
    •Alola- not sure, probably a Kahuna or Trial Captain from whatever island needs a replacement person
    •Galar- Raihan
    •Paldea- Larry, probably either Kofu or Iono if Paldea were to promote again

    Blue would be an interesting Elite Four member because unlike all the other Gym Leaders who only specialize in one primary type, he has a variety. Plus it would be a challenge if his team was different every time to battle you to keep you on your toes

    I think Whitney could be cool. She has a relationship with many players. So having her appear as a matured elite 4 member could work toward some passive storytelling

    About Kanto... Misty was apparently supposed to take Koga's promotion at first because of her anime popularity.
    Koga is indeed one of the stronger gen 1 gym leaders and could have even better move sets if this wasn't gen 1 and its terrible movesets...
    imo, there are 2 leaders who could have really been promoted to top4 members out of the Kanto gym leaders and those are Erika and Sabrina.
    Sabrina has mostly the Abra line, Venomot for variety and can count on the other buff gen 1 Psychic mons; she may lower the opponent's accuracy, has Barrier and Reflect, she has Recover. Obvious pick.
    Erika my beloved. Not only is she the prime gen 1 wife, but she *could* have insane PKMN which best show what her type can do, even in gen 1, if it wasn't for gen 1 programming. She has trapping moves, powders, regeneration, gen 1 razor leaf. Add in Exeggutor and she also has Explosion. Apparently she was 1st supposed to be a Ghost type specialist. Just imagine her having her regular Red/Blue team, Eggy and Gengar + taking full advantage of what moves those can learn. She would be a monster rivalling Agatha... or Koga and Sabrina.

    I think Korrina actually stands more of a chance than you made it out to be, while yes her main type is weak against Valerie and Olympia, his ace has the type that resists both of them being steel, not to mention her having access to Mega Evolution is a huge edge compared to every other gym leader

    It is cool that Mikuri went from being a Gym Leader in Ruby and Sapphire to Champion in Emerald.

    I'd say Iono, Tulip and Grusha got the best chances to ascend in Paldea.
    Iono's rematch Team has Decent coverage against Rika and Poppy, not to mention, she Bodies Larry.
    Tulip has an array of Grass coverage against Rika, as well as ghost and Dark to deal with Rhyme if she became a contender.
    And three of the Elite 4 are weak to Grusha's Ice Types.

      I'd worry about Poppy for Grusha, but he really only needs to beat Rika in theory, so since he's the only one with Four moves on a Pokemon that makes him the best by default! But Iono would be fun in the Elite Four...

    I would say that Korrina actually has a shot at becoming an E4 member. Her ace is Lucario and not only it can learn a good plethora of coverage moves (including the elemental punches) but it is also Steel type, eliminating its Fairy type weakness. It also can learn Dragon Pulse, giving it an out for Dragon Pokemon. It also has good moves for all the 4 E4 members (Thunderpunch for Siebold, Earthquake for Malva, Dragon Pulse for Drasna and any Fighting move for Wikstrom) and it being Steel type gives a good cover for Diantha's fairies.
    She was also a very important character being the protector of Mega Evolution and the one that teaches the player how to use it.

    Iono would be a pretty tough contender for the Paldea region.
    As we all know Electric only has one weakness, Ground, and her team covers that pretty well with a Flying Type Kilowattrel, a Levitate Mismagius and a Magnet Rise Electrode.
    She has Tailwind and Reflect support (in her upgraded team), as we all know once Terastallized her ace doesn't have any weakness and this thing carries Charge Beam so if you don't stop it quickly it can get out of control rapidly.

    With the elite four, for the most part, the types they are do play a part, which a gym leaders type has the either be resisted, effective, immune, and/or be weak to the following and/or preceding elite four member. For example, Morty can work as the fourth member for Jhoto while Jasmine could work as the first.
    For Gen 1, pre-Jhoto, Sabrina could work, to replace Agatha (where she become the 5th Gym leader) as either the 3rd or 4 member (if fourth, elite 4 order would be Lance (dragon weak to ice/flying), Lorelei (ice weak to fighting), Bruno (fighting weak to psychic, and Sabrina😊)

    In generation 3, Emerald seemingly happens in a little bit of a timeskip from Ruby and Sapphire. Like, not by a whole lot, but it is a tad bit later, like a week, maybe two, idk. It isn't evident in many of the aspects of the game, but it for sure happens. In that time Wallace out of absolutely nowhere, with no build up to it, decides he's done with contests and being a gym leader and rises all the way to the top as a Champion.
    In generation 4, the same thing happens where Platinum seemingly happens an entire season later, with the whole game feeling like it takes place in winter now, or at the very least fall. Volkner was already at the brink of leaving his gym to challenge the Elite 4 before, and it is absolutely baffling to me that he never did. And if you look at his rematch team, which includes a Lanturn, and his PWT and Battle Tower (BDSP) teams with a Rotom, he could have absolutely decimated the entire league.
    Volkner was always meant to be in the E4. Much more than Flint or even Lucian. And it will always not be a missed opportunity.

    if we get another American-inspired region; I think Lt Surge promoted to General Surge and Champion could be awesome! Many Eletric type Pokémon have come out since he was last a gym leader and many of them are very powerful! And having him be the first to use a Rotom-Form, like Wash for Water/Eletric stab, would be a huge obstacle for less aware/cocky players.
    My ideal General Surge team would be the following:
    Alolan Raichu
    Rotom-Wash
    Eelektross
    Magnezone
    and for some real plot-twists!
    Sandy Shocks
    Iron Hands
    First time battling him, he would likely throw out Eelektross first; however in the rematch and onward, he would send out Sandy Shocks first to set up screens, Eletric terrain and Volt Switch.

    I’m pretty sure Larry serves as both a gym leader and an elite four member. He even mentions that his boss (geeta) requests he uses another type (flying) when serving as E4 than when he’s serving as gym leader.

    There's never been an indication that gym leaders or E4 members ever battle each other, has there? Aside from the PWT, clearly an exhibition series.
    So it's weird to pit them against each other as criteria. I think they just get chosen based on an objective review of their skill by the board of directors or something.

    This gave me a cool idea: a Pokémon battle simulator where people run their own gyms and make money off it. *The players would NOT spend any money! There’s that Tremendous Rocket payment thing like paid surveys often use.*

    It would have made sense if Poppy is the first Gym Leader. It worked for Tsutsuji from Houen. A Kindergartener (if Trainer Classes are a thing in SV) being a Heavenly King throws away disbelief suspense when taking trainer age ruling into account.

    Blue could easily get promoted if he wanted to since he was already a champion. He would likely have to stick to one type, though. Temperament or not, Whitney deserves a spot for being the gym leader most infamous for being difficult. I would pick Winona for Hoenn. Captain Mina would be my pick for Alola. Fairy is a strong type and I was almost swept by her in my first play-through of SM. Not to mention Totem Ribombee is said to be notoriously difficult. Honorable mention goes to Guzma. He's not a trial captain but he's the Bug-type elite 4 member we deserve instead of Aaron. He also gave me trouble in my first play-through of SM.

    The Manga lore states that elite 4 members were at least a winner or champion at one point to qualify.

    Now hold on, if we're taking the PWT into account, there are four trainers who immediately stand out as the best of the best. Falkner has Lugia, Sabrina has Mewtwo, Winona has Rayquaza, and Fantina has Giratina. I also think dismissing Bugsy so early on is a bit mean and unfair, especially since he has access to something most of the others don't: Mega Evolution. And he has two candidates, but we have only seen Mega Beedrill so far from him. Morty is also another worthwhile contender, like you said, and his shiny Ho-oh in Masters is proof of his success.
    You could argue that Masters isn't canon (it is, though it's classified as secondary canon so things can be unconsidered if they clash with mainline), but the game is officially approved by the Pokémon company and is reflective of their status as a trainer.
    Also, you are looking past Gordie way too fast. Coalossal does really well to handle Milo alongside Shuckle, his team has a good amount of coverage in all honesty, and he's stated in universe as being a top contender to defeat Leon himself. He is up there with Raihan, and I believe he could actually stand a chance. Raihan does use a sun team... sometimes. He moreso experiments with weather, but the sun would only boost Coalossal's insane firepower (literally) and reduce the damage Barbaracle would do to Coalossal for any fun Steam Engine strats. I do think Raihan would win, but Gordie at the very least is a top contender and sweeps most of the other gym leaders by virtue of plot and pretty decent team comp.

    I think the dumbest think is when a gym leader has Pokémon without 4 moves. Like most Pokemon learn 4 moves by level 10. Like it doesn't need to be a good move just give them something. Like if a water Pokemon already knows Water Gun, give them Bubble at least. A secondary but weaker attack. Ideally give them a coverage or status move if available, but bear minimum a lower power attack of their primary typing.

    I feel like you went about determining these in the wrong way. Rather than looking at type advantages against the other gym leaders/elite 4, you should have looked more at the temperaments/battle skills of each leader. If you're going off purely type advantages, then there would be elite 4 members who shouldn't be on the elite 4.
    For example, in Sinnoh you discounted Volkner in favour of Candice due to type advantages, despite the fact that in the games he is portrayed as being the strongest and most talented gym leader of the region, making him the most suitable for the Elite 4 role.
