Hi, I have taken this sentence from the Hindu editorial i.e Questionable conduct: on governors' actions Following some strident criticism from the Supreme court, Mr. Ravi administered the oath of office and secrecy to Mr. Ponmudy, whose conviction in a corruption case was recently stayed by the court, resulting in his eligibility to be a member of Legislative Assembly being restored. My question is that : Is being the verb of Noun(his eligibility to be a memberof the legislative Assembly)? If it is so then the noun must be followed by auxiliary verb (is). Then why they haven't used it. Kindly answer Is the remaining part after Resulting In is the Noun clause?

It’s the head of the present participle phrase (being restored) that’s modifying the noun ‘eligibility’.
