I think this “experiment” is tails and sonic stitched together. Now before you say “BuT SoNiC Is PoSsEsSeD By ExE” In one of the endings Sonic gets split up after agreeing to work with exe, so this is probably Sonic if he got turned into one of exes servants and got fused with tails
