The older ATP Tour ball and Masters Series ball were some of the best during the late 90s/early 2000s. A big reason why serve and volley could still be played then, compared to now. These balls along with the crazy slow surfaces favour those that don't take any chances at all.
Next - Cut open old and new balls and measure thickness of the rubber core. I remember when string technology advanced there were some reviews from players that the balls had also been modified to play slower to compensate.

Are you comparing the right model though? New Penn Tour XD (Head Tour XT) were introduced in 2020, much slower and more controlled
Raises the issue of slower vs. faster tennis balls. Making a slower ball standard could create a more finesse game. Just a thought.
