That is normal for the V2 antenna, the two antenna elements are connected to each other at the centre via an inductor (low DC resistance) and the centre conductor is connected to one element at the junction of the inductor and an element via a capacitor. There will be no DC Resistance measured with a multimeter between the centre coax conductor and either element and there will be a low resistance (that of the inductor) between the ends of the elements. The V1 does not have the capacitor inductor in the centre so it will measure the way you expect it to because each element is connected to the inner and outer of the coax like you expected it to be.
