There are some stories of Syd Barrett, Pink Floyd composer and guitarist having tap water mixed with LSD, some people say that the owner of his apartment kept him drugged because Syd had some mental issues (at that time, Keith Richards from Rolling Stones said this too, I think, not so sure though). So he probably meant something similar but with Jerry García.

If that was it then they should just have made the joke with Syd Barrett instead of Jerry.
