If you don't wanna turn off internet every single time you open it you can add God of War Ragnarok exe file in the firewall settings and prevent it from using internet forever.

*God of War Ragnarok* shows the message "Playstation® PC SDK Runtime is missing." When downloading, I get the error "The cabinet file 'cab2.cab' is corrupt."
Tried:
- Deleted cache
- Validated the game, failed due to insufficient storage
- Updated Steam and the game
All games are on an external drive, no issues with *God of War 2018*.
