Easier to just to determine how tight the valve is compared to spec. Look at shim size in there to determine correct shim size needed versus going one shim at a time and rechecking. Only assemble once and done in spec. Would do a leak down as well to determine issue prior to tear down. Air through air box tight intake valve, air through exhaust and it’s a tight exhaust valve, air out crank case vent and it’s piston ring wear/ end gap. It will save you time and lift space versus having one torn down and waiting on parts.

But.. did you find 'why' the backfire no start? I don't think you did. Typically backfire no start is a bad ignition coil, step #1 should be check / replace that with a spare. Valves will typically be a no or hard start, but you'll be able to push start it. That chip on the head, gasket or 'thin' ring should not cause a backfire no start. Brand new oem coil's a ~$50 part.
The maintenance schedule on a 450 L is insane and that's the much higher maintenance R version. Literally needs service every few hours. 4 hours for oil, 8 hours for trans oil, 30 hours for pistons. It's a Honda so it'll take the abuse but it can't take years of no maintenance .

Yo do you have a 1997 rm125 clutch side main casing for sale anywhere? Not like the clutch cover casing but the main case. I broke that little lip off that holds the 2 bearings right there behind the propeller last night. Lemme know I mean if not, they fr have a brand new one on eBay for 350.00 but I didn’t know if you had a cheaper one laying around. I’ll buy lol

Would doing a compression test before or after adjusting the valves have told you anything about what's going on with the bike?
