    What does it mean when someone/something leaves someone hollow shells? I didn't understand the context/meaning.

      What Phoebe seems to mean is that big network companies are taking jobs away from small entrepreneurs and thereby depriving them of their reason for being. Something like that.

      Technically both of these options can be used in a similar meaning, yes. "Hold down the fort" is more informal and is used in cases where a person does not leave for a long time; "to fill in for " is used when an employee makes a formal request for someone to replace him while he is away for a long time.
