If Julie Andrews should win then Tony voters should have still voted for her regardless if she declined it. The body of work should speak for itself and not the campaigning.
Julie would have just sent the award back. Donna is a national treasure, but I think she was probably a little embarrassed over the circumstances. She did have the grace to mention Julie in her speech - even before her husband!

She just declined it, but the Tony still had the right to consider her as a nominee, I guess.
Her name was still on the ballots. The Tony awards kind of refused to acknowledge her refusal.
