Are you getting confused because Chris is referencing Cancer as 1st house for anyone who is a cancer ascendant?, rather than a scorpio asc which you are, and that would mean your cancer house is in your 9th, which also has your sun sign. If you listen to your scorpio Asc, the house sign when mars is transiting when it retro back into cancer will make more sense.

With Sun in Cancer that would mean your sun is in the 10th as libra Asc in whole sign house system, and mars would transit through your 11th (leo) and retro back into your 10th(cancer). Chris is giving general Forecast based on whole sign house system. So yes, if you listen to your libra sign, it will make more sense 😊.
I'd definitely recommend checking out the horoscope that matches your rising sign, because that one is probably going to resonate the most for you in terms of the house placements.
