I love whale watching. I used to go often with my mother when she was still alive. One time I went whale watching in a small sport fishing boat. The view is far better from below than from above. You can only get a true sense of a whale's majesty when you are looking up at them as they breech. The whales are NOT aggressive at all as long as you don't chase them, especially the calves. They are also very careful and so accidents are unlikely. Based on my own observations of whale behavior, this was a deliberate splash and they either did it to amuse there self or the people were annoying them and they were doing it as a warning to back off. The best way to whale watch is to find where they like to feed. Find a spot in the midst of a group without getting closer than about 200 feet then cut your engines and let yourself drift. engines will scare fish and the sea life the whales are eating. If there are a lot of whale watching vessels most won't do that. Most are trying to impress the tourists so they end up chasing the whales. But if you cut your engines then you will be where the krill are within 20-30 minutes and then you will be where the whales are without trying. They will be curious and usually will come right up to the boat and spy hop trying to figure out why you are silent when all the other boats are making loud noises. You will also be more likely to have a female whale let her calf come close to your boat. Whales are also much more likely to approach a small boat than a big one and will often gently nudge the boat to see how the people on board react. I now live in Florida a few blocks from the harbor and I take my kayak out into the harbor and am often approached by curious dolphins.

Whales generally don't like the sound of boat motors but they also tend not to like high pitched screaming noises as they sometimes interfere with their communications and eco location. I would go so far as to suggest that the Whale may very well have deliberately targeted the woman who was yelling in a shrill voice to get her to shut up so he could hear where the krill was swimming. Once while whale watching I witnessed a minke whale use it's tail to bat floating debris into a boat three times in fifteen minutes and it had perfect aim.
