It's neither Punjabi nor Rajastani. It's a Telugu Folk song, whose origin in Telangana region. Many words of Telugu language in Telangana reigion is a mixture of gond, lambada and many other tribal languages. That's why it sounds somewhat different. But it's no where related to Punjabi or Rajastani.
