Remember, this is a game rated E for everyone, so lots of young children will be playing it. Even the sound effects option where you can add your own short recording is being exploited with people yelling some obscene things, so being able to actually draw custom enemies would result in more bad than good

I usually don't add hidden blocks with items, but when I do, they're more for Easter Eggs than cheats. Kind of like bonus zones.
