Criterion was going to do that and they were planning to release this game in 2014. But unfortunately in 2011 both shift 2 and the run failed to reach market expectations. EA has to force Criterion Games to change the plan. Then this game rushed to release in 2012 as a burnout spiritual successor rather than MW2

So I have a theory about what's going on. Firstly, I saw one guy’s cut scene where the main character in a BMW M3 GTR is trying to break away from the cops. After the chase, the BMW either breaks down or is confiscated, and the hero manages to escape on his own two feet. after that, he walks through abandoned garages in search of a car (and yes, instead of a car dealership there should have been abandoned garages, as I think). And on the Internet there is a screenshot of the hero shining a flashlight in an abandoned garage on a BMW M3 E92. He takes it and after that this mission happens. I also thought that this mission would be good for E3. And what about showing graphics, physics, technology, a garage, and the ending itself, I think, confirms this. There would be a huge amount of excitement for this game..
Your ideas make sense, there is also a version of the beta where in the final level tasked with beating another racer (presumably the most wanted driver on Fair Haven's blacklist) who drives the BMW M3 GTR, sourced here: ( th-cam.com/video/cqeSSA4DDes/w-d-xo.html ) perhaps as the player finds there way to an abandoned garage it is stolen then. In regards to the player having to find abandoned garages to gain new cars I could see these being turned into the Jack spot system that appears in the "final" game. Presumably in the initial plan there have been to have a character like Rog point out the location for abandoned garages as the game progressed. (Sort of like how you'd get texts in NFS Underground 2 giving you a general idea of where parts shops or garages were.)
Considering that this is a sequal to MW and Carbon the M3 GTR is totaled. Unless this game would have taken place in an alternate universe where instead of the jump going to Palmont it goes to Fairhaven and Carbon doesnt happen

I came up with a crazy idea for the game's plot. The police take the M3 GTR from us and say. There is a kidnapper in the city, they don’t know where he is, but they know that the people on the blacklist are his assistants. Like, you’re helping us remove the kidnapper. And you return your car and we forget about you. but naturally the kidnapper steals the M3 GTR from the police station and we have to return it back to us. It seems to me that the plot should have been like this since it fits very well here and Mia could help us with this since she worked undercover. I like this version of the plot better.

Since in beta there is a race against the BMW M3 GTR. maybe there was a kidnapper on it? and we had to give the GTR back to us? but also the biggest question for all NFS fans. What would be the ending? Well, what about the developers? Both Ea and Criterion are to blame here. EA didn't give more time. And Criterion thought about how to do it better. Well, that's what happened. We wanted the best, it turned out as usual.

The game was played on a PS3 Emulator, RPCS3. With a high end pc it runs fine. Also, it looks that way but more than half of the map is actually completely unfinished. Sadly, the audio stuttering is present even on my system, which is a beast at running games even at 4K. That is an emulator problem. About the black screens, disable Bloom and change the time of day until the blackscreen goes away.

Instead of create new ideas that are a fail, Criterion should get those beta builds and finish the Most Wanted 2, that would save the NFS franchise.

This feels more like Hot Pursuit 2012 (Or Hot Pursuit 3) than a sequel to MW 05.
Honestly, the first few builds were very similar to HP 2010 because that was used as a base until things slowly were finalized
