Technology wise, this is kinda stupid. Qualcomm X Elite isn't the big thing it was trying to be (both Qualcomm and Microsoft are to blame here), Intel has its CPU problem, both are practically getting beat up by AMD in the PC space, Intel doesn't have any technology for the mobile space that's worth it to buy their entire company for, Intel fab is far behind tsmc, and even if Qualcomm want the x86 license, AMD is the one who hold the license for x86_64, which is arguably more important since all computer architecture is 64 bit now and they probably want to renegotiate if Intel is bought by Qualcomm.
