    Is it possible to add a customed punch form in the library and use the command (Place Using Coordinate system)

      You should watch my video on Sketched Sheetmetal Forms. Short answer: with the standard forms, you can't change the size. That was always the disadvantage. The (old) idea behind the form and punch parts is that they represented the actual tools you used in the shop. The sketched forms allow you to change size and shape easily.
