My answer would be "no". But you should have an agency to do outreach for you. Links are still important.

At the end you are at the Same Point. When you do outreach, the Websites you outreached to, want Money to Report about you...

What about your competitors that purchase spammy links for your site in order to try negative seo?
These links usually go noticed, negative SEO isn't always long term effective & is usually something you'd take infractions for doing.
Links are just a part of the whole seo?
How much in % links influence the ranking of the whole seo?

I'd suggest finding a singular contractor to work on link building rather than buying links
