- Into Europe: The EU Mercosur trade deal offers the opportunity to create a new trade zone of 760 million people. But despite being signed in 2019, it has yet to be ratified, and it might never reach that point. Opposition to the deal for the liberalization it would bring to European agriculture and its effects on European farmers have seen widespread protests by farmers. It threatens to undermine the European Union's Common Agricultural Policy.
At the same time, Brazilian President Jair Bolsonaro's weakening of environmental regulation has galvanized opposition: the deal would be going against the European Green Deal.
It raises a question of wether the deal between this group of South American countries and the European Union can pass.

You don't want to be as poorly made or biased as Vox or Bloomberg, it's not bad but it's also not perfect, I find Caspian Report to be far more accurate

But about being poorly made I will have to disagree with you, as Vox's visual graphics is outstanding in my opinion, and I've been looking at Cheddar, Quartz, Bloomberg, and others for years. Vox is still at the top.

There is huge hypocrisy in Europe (farmer's son from Europe here), wanting to be all environmentally friendly, non-GMO, few pesticides, few fertilizer and then this ._.

@@glif1360 it's a policy from the 90s that's outdated as hell, when GMO'S first came into the market it was uncertain how safe they were and for what purpose they would be used, also certain lawsuits could be made if GMO crops got pulinated by non-gmo crops so to not have to deal with the legal complications which in Europe are much more complicated than the US they simply banned GMO's and never changed that policy, though it has loosened it's policies on GMO crops being used in food products like Soy and what not.

Actually, yes I dont think it s fair that part about pesticides etc and all regulamentations an European has to follow. Mercosur s countries should adopt at least the same agricultural politicies first.
Agreed it was the same with the US deal, that luckily fell. We would lower our food standards and animal welfare in order to buy cheaper meat of Lower quality from America.

The thing is the EU has billions in agricultural subsidies. I think no agreement should be reached while that continues. Mercosul only stands to lose whatever industry it still has while Europe will keep their subsides and other health and weather related barriers to agricultural trade.
We should also legalize GMOs.
The main partner of South American nations is China. If the EU doesn't buy, China will. That's the problem: by having regulations, the EU becomes unappealing.

@@thorH. technology and productivity. The Dutch are the second largest agricultural exporters in Europe and there farms look like nothing I’ve ever seen. Lots of greenhouses, drones, less pesticides. The even more impressive part is that it’s not dominated by giant Agro companies either.

@@thorH. Quite simple: Leave no room to nostalgia. Just build big farms and innovate and have ever tightening environmental and animal rights standards. We also have had a price war (the 2003-2007 supermarktoorlog) among mainstream supermarkets. Whereas the German low budget supermarkets looked at their logistics to cut spending, (Ahold godfather) Albert Heijn decided instead to find the limits of Dutch child labour law, but also to demand lower prices from farmers. Farmers are still not too happy about that (farmer suicide is a serious issue while we used to have big farmer protests the last two years), but this made them way more efficient.

From Portugal, I think the deal should be made
Not only my country will benefit the most from this because of being closer, already having a submarine internet cable to south america and having Brazil, the biggest power in South America speaking portuguese, but it will also made our farmers realize that they need to change
Our farmers spend shit tons of water for exemple, wich causes droughts in our rivers and due to more spent of money in water makes our agricultural output more expensive. With this deal they will be forced to use new techniques already being used in countries such as Isreal, Netherlands, China etc, wich in my vew, will benefit us.
I only have 2 concerns about it. Consuming more south american food wich uses a lot of pesticides and fertelizers will be hypocrit, so either south americans stop using it or european farmers will have to use pesticides to. Wich is, at the best words, not enviromentaly friendly. The other is with the amazon rainforest, it is already passing trought a huge deforestation crisis, if the europeans start to consume products from there more than they already do they amazonia has no hope.
I think that as long as south american countries increase their enviromental regulations, the deal will still benefit both of them

@@joaquimbarbosa896 It's not opening new markets, it's destroying any chance of developing the local manufacturing sector while giving a glimpse of opening Europe a little to our agro exports without any guarantee Europe will cut subsidies to their agro sector. Regardless, it is an agreement that favors de-industrialization of the economies in South America, which means less jobs and lower incomes, more inequality and social problems. That's bad all over.

You are saying that, a trade deal about industry with Europe will de-industrialize Europe?
Why? Why would an investor chose a european country to build a factory when they can do the same in Brazil for exemple, where the labor is cheaper and its closer to mineral resources. With the deal it would be much easear to export to Europe
So there is no chance that the deal will de-industrialize South america. At the best it will de-industrilize Europe.

The investors will choose to build manufacturing in Europe because (1) it's already there, (2) the European market is larger and has a bigger scale, (3) the companies have sensitive technology they don't want to use overseas if not necessary, (4) the companies are mostly european anyway, they are under political and economic pressure to bring jobs back home etc. That's what is happening for example with some car manufacturing after the Japan deal, they are just bringing manufacture back to Japan and planing on exporting it to Europe and the UK.
Maybe South America will benefit a little from delocalization, like India and the Philippines, but this deal is made specifically so South America becomes a commodity supplier and not to allow it to move up in the value chain. Possibly even orange juice will be made in Europe and re-exported

Mostly agreed, though there are issues that cannot simply be left at that, such as with the Amazon which affects more than just Brazil, or River systems that Flow through multiple countries, and examples like that.

No country ever has fully developed as an agricultural giant. If Latin American countries wanted to reach a higher development status, they need to diversify their economies and stop relying on agriculture. Crops make money but a diverse economy with multiple manufacturing jobs would enrich Latin American nations faster and more efficiently.
Regardless, since the deal is already going to happen anyways, they might as well utilize the funds from European trade deals to develop other sectors of their societies rather than focus solely on agriculture. They also should work with their surrounding neighbors to help each other develop based on the resources each offer. Maybe Argentina could focus on energy exports ie. green energy and nuclear power (even though this one is in decline), while Brazil focuses on textiles, automotive industries, etc. I guess my worry is these countries are going to be dependent on agriculture. Is this an unfair assessment?
Yes, more or less. Argentina already sells Brazil a part of its energy production just like Uruguay. And Brazil is (of all major coutries in the world today) the one that has the largest proportion of its energy supplied by renewables. Some renewable sources in Brazil are doubling size annually, like solar and wind. Green energy is definetely not a problem for Argentina AND Brazil, in my opinion. Also, ethanol is a large source of fuel in Brazil, which makes cars in this country considerably less poluting than the average American, Chinese or European automobiles.
Also, agricultural products are NOT Brazil's main economic sector, it's waaaaaaaay behind in terms of overall importance. Other commodities come first including iron ores, crude oil. Also, Brazil is an average car manufacturer still. It produces airplanes, helicopters, and a hell other non-agricultural stuff.

There's definitely things that are being left out or being oversimplified, but by having the sources in your description, this video gives plenty of a great jumping off points if one is more interested in the specifics.

Chile is not a model of anything, it's poorer than Romania and hugely dependent on one commodity (copper). Will we also get one huge copper deposit for each 20 million people in Brazil? Besides, aiming for Chile is aiming for mediocrity. Geopolitics is always giving opportunities for countries to exploit just like Japan and S. Korea did.

I think I read somewhere that New Zealand got rid of a CAP-like scheme altogether some years ago, and far from affecting its economy, actually increased its agricultural output.
It also ruined the environment in New Zealand.

Countries should always maintain an agricultural capacity though, in case something major occurs.

We already tried protecionism and protecting our local industries and that is not working. Things need to change and this treaty is exactly what we need. It's not perfect and it will harm our industrial capacity in the short term but it will befenit us in the long one.
We also tried complete and mindless economic liberalization, with you know what happened in the last 20y

Awesome video. Basically, Bolsonaro's ecocidal policies served as a scapegoat to France's internal opposition to the deal. And some good news though, the Antiminister of Environment was thrown out of the government today, as he faces several charges in the Supreme Court for corruption and involvement with illegal logging operations in the Amazon rainforest. Maybe someone even worse will come to take his hole, but for now, we're cheering.
Another free trade deal the UK is going to miss out on. There is no way the UK could negotiate the kind of deal on its own that the EU can....Brexit, the gift that keeps on giving....

Banning pesticides and hormones is OK. GMOs however must be legalized in yhe EU. But yhe Amazon is sacrosanct. Until the entire Amazon is declared one giant untouchable nature reserve, Brazil should be subjected to the same economic sanctions as IRAN!

@@trthib most people in the EU don't even know GMO's are banned in the EU and it's mostly a policy that's been enforced since the 90s that's never been changed because of course it's not, it's the EU.
perhaps in the future that might change but right now very unlikely, not because of any actual scientific or economic reason, it's just government policy that nobody cares about to protest for or vote over, so they don't care.

Portugal - agriculture only accounts for 2.4% of the economic output. Most of the economy is based on services followed by manufacturing, hence, that’s why Portugal is not worried about opening the agricultural market to South America. French farmers have a big problem with it!
Most developed nations have small farm sectors relative to the size of their economy but farmers do command disportionate economic clout

@@nicholasd9435 "They should just quit their job" is not a viable argument. You can't tell hundreds of thousands of people to "just quit their job" and claim it's a good policy. You need to provide social assistance in some form, otherwise you create regions of ruins like in the rust belt in the US.
At the same time, I'm very skeptical when it comes to the criticism concerning pesticides used in other countries, especially, if the people there are largely fine.
Ex.:
When TTIP was going to happen (US-EU trade agreement), people in Europe were protesting with signs (saw them where I live in Germany) claiming "we don't want chlorine food" because it was allowed to disinfect chicken meat by dumping it in chlorine in the US.
I was lucky enough to spend some time in the US, while the agreement was debated. Many republicans loved the free trade aspect of it but certain democrats were scared about the "low food and health standards existing in Europe". Specifically, they were scared about chickens in the EU being fed antibiotics, which results in a loss of effectiveness of antibiotics in humans after eating too much treated chicken. They preferred chicken being dumped in chlorine. They saw the exact opposite method, their own policy, as the better one. Meanwhile, I have yet to hear about negative effects from eating chicken treated with chlorine.
To be honest, this example clarifies, that people (here the Europeans) overestimate their own countries food and safety standards or underestimate those of others. Both in Europe and the US, I haven't heard of anybody dying because of chicken they ate, if it wasn't too old, while being conform to the local health and safety standards of the country. Most of the "bad standards" are a publicly held belief caused by a mediatisation of the issue.
The strongest argument against the agreement therefore doesn't concern pesticides but the environmental damages induced by the economic growth and the violation of indigenous people's rights.

@@Swift-mr5zi not protectionist, just colonialist. The trade deals france has pushed to EU are all with its ex-colonies, which it tries to economically tie through visa and business elements. For france any trade with non-ex-french countries is competition to its own deals.
Small correction on Mercpsur countries:
Venezuela is technicaly a full member but had its membership suspended due to human rights violations. Bolivia is also already accepted as full member and is being transitioned into full membership.

As with any trade deals their will always be a sector that will win and lose out. I still think this deal will be a huge benefit to all and continue to show the strength of the EU on the international stage.
The main thing I wouldn't accept is lowing food standards, this is currently happening in the UK whom is trying to have a trade deal with Australia.
As seen in this video, this trade deal will ONLY benefit the great agriculture signs in South America (Most of them foreigner european companies or big land owners). Not to mention that it will probably fuel deforestation, the over use of toxic pesticides and it'll cost South America most of his own industry (Which is very weakened)
No matter how you put it, this deal will cost South America his development and enviroment just to make rich an small porcentage of the population, who will probably take the money out of the region. As they did, always...
I think Mercosur should definitely not make this agreement with Europe as it only benefits European large manufacturers and it would completely destroy local industry, while Europe would probably just subsidize their agriculture to outcompete Latin America. A FTA with the UK is more beneficial because the UK has a more complementary economy with Mercosur or Australia.

I heard the problem with manufacturing in Argentina (and South America in general) is that we're way too far from supply chains that could bring a comparative advantage for most industries to establish here in the long run. If we want an industry-based growth, products must be interesting for buyers worldwide not just inside the continent. We also have issues pertaining to increasing exchange rates affecting our imports, which brings inflation, and low or periodical demand for certain products of manufacturing that are better off bought from China.

If we want the European union to become stronger, we must stop seeing benefits or harms separately by countries and start seeing them as a benefit for the whole union. So we're not going anywhere. If it benefits Germany, Portugal, Spain, it benefits all of Europe. If it hurts France and Belgium, it hurts the whole of Europe. the solution is to see what the greatest long-term benefit to the union really is. And whether we want to be a player in the world or just a bunch of countries with wars and hatreds that get us nowhere.

We need to start looking at everything as a whole, there must be competition, but also solidarity. If we have different views and rules within the union, further fragmentation is inevitable. First there has to be Europe.

We could use that money way more in the digital economy and things like Ai, semiconductors, battery tech or any other future industry which has a chance to grow our economy. The lobbying against this seems to stem from corruption in the EU.
As a Brazilian I think this deal is a shit. Only a small number of farmers will get money but it will destroy the remaining of Brazilian and Argentine industry. Brazil deindustrialized more fast than Europe and the last thing it needs is competition. Brazil needs to reindustrialize first and then make a deal.

I'm not happy about the fact we'll make our agricultural sector rely that much on non european countries and let them use their own regulation on food quality. Also, if you do that, you have to subsidize european farmers. You can't just kill their activity and let them with nothing, you have to give compensations - which will also negate their opposition to the deal and isn't a loss considering the benefits from the deal.
The subsidies are exactly why Mercosur shouldn't agree with it. Europe will simply subsidize their farmers to beat more competitive south American agriculture while exporting all their manufactured goods. This is only good for Europe.
That's exactly the same reason why Latin American countries have been protectionist, by fear of having their industries dying, and as stated in the video that's the exact reason why both are trying to change. It's called global capitalism. I don't agree with it, but it's how it works.
The same in Brazil, Europe has a stronger industry in general, opening our markets will make our country even more of an agroexporter and NOTHING more… I wish to see Brazil industrialize and be the powerhouse it can be… not just the place where chine and Europe plant their soybeans… which are the reason some f*ckers are burning the forests, to plant soybeans…
@@ryankahler2034 in certain aspects I agree. But Brazil already has a snall number of good industries. I think a bigger issue than international competition is really the bureaucracy in Brazil and the public policies which make harder for Brazilian companies to expand internationally.
I haven't read the deal, but if includes some options for the export of industrial products from Mercosur too it might bring some benefits due to easier export and added international competition.
But, realistically speaking, the deal will most likely be canceled when (probably at this point) a new president is elected in Brazil or because of opposition of some EU countries.

Most farmers here are heavily relying on European or national subsidizing for their profits, while they cry for help, when they make losses due to bad weather. I can't stand these people.

This is a common mistake of journalism which I feel shows a lack of understanding of politics and polls. First off, there are regularly polls showing Bolsonaro winning or nearly winning the next election. (twitter account AmericaElige regularly posts polls), his favourability is often shown around equal with his unfavourability. Second of all, even if he was relatively unpopular that doesn't mean he'll lose the next election (look at Trump or Macron). Third of all, just because he's unpopular now in the middle of his term doesn't mean he'll be unpopular when it comes to the election (Bill de Blasio in New York or the PQ in Quebec ~2005 are examples that come to mind, I'm sure there are better ones). Fourth of all, there is nothing to say his policies will be overturned, look at Trump, he had a load of unprecedented policies which never would've happened without him but now he's gone and they've been left alone. Not to mention if he rigs the election. Predicting the future is close to impossible and should only be done from a solid footing.

It is quite true though, he is less popular than ever, his popularity is falling, and he is the least popular president for this time in his term. That said, it is true that things can change (for better or worse) until 2022, and his election results (defeat or victory) are far from certain.

Is not fair competition if the mercosur doesnt have similar laws to EU laws, particular pesticides, respect for the environment, quality of the product, conditions of the workforce and minorities. No deal, by now.

Yes, it's not fair that developed countries that already have stabilized economies, try to impose more regulations on emerging countries who had to deal with a lot more bullshit than they have from the very beggining of our existence. I am in favour of this deal only if food and environmental policies in South America improve and comply with European quality standards. Free trade between both regions can be beneficial, but the EU must make sure that any imported food comply with our strict regulations.

As a Brazilian I oppose this deal. It's not just European farmers that will be harmed. My state has more cattle than people and beef prices here have skyrocketed thanks to the devaluation of our currency, so all the meat, especially premium cuts get exported to China and the EU, so most Brazilians cannot afford beef and even poultry anymore. The media has been telling us, one of the largest producers of beef, pork and poultry in the world, to eat eggs as a source of protein. Not to mention that our forests and savannahs are being destroyed by soy plantations.
There are many issues:
1. Our agriculture would not gain as in day one europeans would use environmental clauses and subsidies to limit Brazilian exports there, so the gain would be much more limited than it seems at first glance.
2. Their industry would flood our markets and bankrupt our industries. Worse, since most industrial companies here are actually foreign subsidiaries we can't even talk of true competition - factories would simply move their manufacturing back to their home countries in Germany, France, Holland etc.
3. This agreement is bad for the environment in Brazil and in fact was only agreed after Bolsonaro went into power because he wanted a political win and so out of desperation he agreed with all EU demands. Other countries in Mercosul aren't that desperate so it might well break the block apart.
It's basically a win-win where Europe wins twice.
Same in Paraguay
Europe's food security isn't worth risking. Mercosur would need to agree to follow EU agricultural standards as well before this deal should go through.

I am Brazilian and I can see here the false narrative about increased fire in Amazon due to leftist and all tradicional political interests, and that's what is exported. Brasil is consern about Amazon and we have one of the most strong and burocratic laws in that sector. And the Brasil labor in is extremely protect by the law, because, unfortunately, the traditional political people see the entrepreneur as a villainess. Europe need to be honest, the real reason why this agreement is not approved yet is because country’s like France are bad capitalists and need protectionism, they don’t embrace liberalism completely, economic liberalism are growing fast in South America and sectors like agriculture has very low subsidies. They are competitive within Mercosur, until you sign a trade deal with the EU and all the factories in Argentina move back to their home country (they are all subsidiaries of foreign companies) and start to export back tariff free. Argentina and Brazil for that matter have not modernized their economy so opening up like that when we depend on foreign companies for jobs and don't have home grown capital or technology will lead to devastation on a huge scale.

@@facundoposleman1060 I'm from Brazil. The problem is that those industries and hubs will disappear if you open up for Europe without having local companies. The time it will take will only guarantee the local subsidiaries will use their current fixed capital until its completely worthless, they'll not make new investments when they can just import stuff from their headquarters with a much larger scale in Europe, slowly, during the course of that period. Opening by itself doesn't make our industries more competitive, it will just kill all the ones which are less competitive than Europe leaving us with our specialty: being poor and doing stuff that pays poorly, like agriculture. Industrial jobs and manufacturing will only move back to Europe. There's a small hope for sectors that rely on delocalization for highly qualified and low cost labor (like as you mentioned software development) but that alone can't sustain a large country's economy. We'll just become like India (a small highly globalized segment which provides low cost services to European economies and a huge poor population which is useless). Also depending on delocalization guarantees you can never catch up to Europe economically, not even Portugal or Spain, as if you do then your cost is comparable to them and they'll just move the jobs back home - so the ceiling is pretty low. It would be reasonably fine for Uruguay, but Argentina and Brazil would suffer greatly, particularly Brazil where most people are not that educated.

It's true, it's good for Uruguay as they are basically an agricultural exporter. But the reason why Uruguay still stays inside Mercosur is simple: the country they export the most to is China, second is Brazil, third is the US and fourth is Argentina. But I think Mercosur should just be disbanded or just be Brazil and Argentina at this point. Uruguay, particularly, would be better of just being agricultural exporters and importing manufactured goods.

Me as brazilian with portuguese decent hope that one day this deal will be finnaly in force. For many years Mercosur, and therefore Brazil, was a very closed organization, we opened to 3 countries and closed to the rest of the world. This was the first biggest step made by mercosur, and furthermore all the facts talked in the video, a peronist argentine president also plays an special role in this conflict. This deal is overwhelmingly beneficial to Europe over South America. It will only cement the unequal relationship between the two where South America specializes in low value commodity exports and Europe on high value tech and manufacturing. It is the dream agreement for Europe and a nightmare for South America which is only going forward due to Bolsonaro being in the brazilian presidency. If South American countries wanted to completely give up any chance of developing and becoming decent countries, it would have been easier to just accept ALCA in the 90s..but hopefully the European agricultural lobby will buy enough time for Brazil to recover its senses and this deal with sink again
