No matter how small, everyone has the power to destroy the entire planet. Obviously, some of the bigger nations will build more than 100, but nuclear winter is coming either way.

The thing is nuclear missiles are hard to get. You either get uranium-based bombs but you need U-235 for that which makes up less than 1% of natural uranium. The alternative is plutonium-based bombs but they go fissile so easily so its hard to make effective bombs from that. If nukes were so easy to get more countries would have gotten them, and don't even get me started on the missiles and the sanctions.

If nukes aren't doing enough damage then they should be rebalanced into a more realistic option - put them so far down the tech tree in terms of years that you'll need to start rushing them in 1936 with all the focuses, advisors and research boosts to get them in 1945 - in other words, remove from the game:P
