I know this might be common knowledge, but you can use sing on the cyclone when Luigi is on the ground. Not how it was used the whole time, but if it helps 🤷🏽♂️

Cyclone is move that originated in Smash 64 as Mario and Luigi's down specials, it then returned as their down special and was given to Dr.Mario as his down special in Melee. In Brawl, Mario's cyclone was changed to his down air to make way for his new down special F.L.U.D.D. Luigi still retained this move in that game and when Dr.Mario came back in SM4SH, the move had a total of 6 variations with custom moves. In Ultimate, Luigi's down special was changed to have great connection into it's full form. Dr.Mario's version stayed the same from SM4SH.
As a hardcore loogie main (Ma boi being a jank-ass character) I can confirm that cyclone, while not a viable move to use often, can be pretty damn strong with its invincibility frames. I like to use it first and last stock just to surprise people with this stupid spain but without the a

IMO, it's not a completely broken move because it's very punishable, which is not what you want in an escape option even if it is invincible frame 1. She also has probably the most polarizing matchups of any character, so it's to be expected. However, it should be easy enough for most other characters to bait it out, then land and shield it, then hit a decently fast move. Compare this to another escape move that I would call "completely broken", Flip Jump. It might be a little slower to start its intangibility, but it's better in every other aspect, moving her really far in either direction without much lag. It also has way more kill potential, including combos into the kick and combos out of the bury. Lastly, it's a great recovery tool, which you can't really say about Cyclone aside from being somewhat hard to contest.
As a Cloud main, my plan with Luigi is usually to just control the ground space and make him regret ever attempting anything that has to do with aerial combat. All while baiting grabs by playing at that range and reacting to any weird shit I see. If it helps cross slash is really good at catching jumps, up tilt, up air, up smash, and online up b are decent anti airs. You might be able to do a lot better at the matchup if you understand that Cloud wants to jump a lot for that good shield pressure (since his aerials are his best shield pressuring tools), whiff punish accordingly, and get your 70% grab combo off. Oh and dj from ledge down b is a decent option against Cloud when you’re trying to get back to center stage since he’s super good at ledge trapping other characters. So you might eat and aerial or tilt with the I-frames and then hit with the down b. But don’t like, get too used to it and r e s p e c t a Cloud with limit, almost every limit move can kill at ledge (climhazzard might not but on a stage with lower blast zones it might)
I don't know whether I would consider Luigi the most unfair character, he's definitely the most one-note but I'd say Aegis just being the best at everything that isn't recovery feels a lot worse

At the start of the fd match, I just liked to watch the Luigi in his natural habitat. Grab, grab, landing nair, grab, fair (hits) grab, and he wins neutral
I swear Hbox always plays like he’s trying to figure out the game as he goes. Like he does so much that just looks like the stars aligned just right for some stupid gimmicks but it happens so often that you know it’s on purpose. And that’s kind of the sickest thing ever.

That means you need either patient or PERFECT with your combos or you're taking 20 damage from a frame 1 combo breaker. And giving Luigi a chance to escape means he has more time to grab and down throw into, guess what? Down B And this doesn't even mention the horror of fighting a Luigi IN LAG. It can literally be a free win button in that case, because misinputs prevent (better) players from properly dealing with the move. Basically if you don't have a projectile or sword to punish him AFTER he is finished, you're not gonna have a fun time.

If people think he's going to up-B you sometimes he'll gonna land aeiral-attacks to juggle them and then land a sweetspot with a back-aeiral. The down-special (Luigi Cyclone) is the best recovery since (Smash 64 to Wii-U) it's easier to learn if they don't have a jump. But they decided to nerf it in Ultimate to make it harder to rise him up and using it to get close to his opponent.
