@Renorick1 majority of of Spartan III's on Reach used the Mark V [B] some Spartan II's used it but only one was known that was Jorge 052 so would need to be Spartan II's tied to Spartan III teams but pretty much all Spartan II's used the standard Mjolnir Mark V during the Battle of Reach if we exclude Jorge and the Master Chief Easter Egg
@Archangel1862 it did supply basicly all Titanium A for UNSC but that's just one reason why Reach was important besides it being main HQ also that's where Operation Red Flag was being planned and staged moments before the Battle of Reach kicked off
It was both. Reach was the primary military industrial complex of the UNSC, housing shipyards, weapon factories, and was one of the largest producers of titanium. Reach was also the home base of the Spartan Program (hence why so many of them was there at the Fall of Reach), and also contained the highest civilian population of all human colonies. There was a reason the UNSC committed over 60% of it space fleet to what was essentially a certain defeat. Like Pancreas said, losing Reach for the UNSC is like losing Mars for the Imperium.
It was both The main reason it's took a month to destroy reach is because of all the planets they hit, they hit the manufacturing and tactical hub of unsc making so that both sides basically kept pumping out war materials and man power basically slamming against each other Both sides lost hundreds of millions of troops in the battle of reach Not to mention the unsc sent 70% of their fleet to defend the planet
These are Spartan III's in the Mjolnir Mark V [B] armor system
Considering all the SIIs were on world when the excrement hit the oscillator, they could be either.

Reach isn’t the main manufacturing planet for the UNSC it’s the military HQ of the UNSC and primary training facility
