That because his disguise is blown in Tekken 4, Lee switches to his native japanese language and he's voiced by Ryotaro Okiayu in Tekken 5 until recently

In order to play as Jinpachi Mishima in Tekken 5, you must purchase the mod known as Action Replay Max for the Playstation 2 which will allow you to select either human form or devil form Jinpachi. Once selected in action replay, anyone you choose in game will become Jinpachi himself allowing you access to him.
