Thank you for this. I found him at #6 Potomac Park. :D I needed to find him to find Cassie's shop again (this time in the furthermost underground room at the abandoned Castle Settlement). Too bad when I got to the shop, I found that the vendor doesn't open for another 19h45m.
There's actually about 50 snitch spawns there's a map you can Google called the division 2 map shows all the locations but I found it in your second location on this video thank you very much man

He's at so many spots. I ran into him a lot so I stared to record his locations and just put it in a video this is definitely not all the places :)
