In addition to that, the liquid molecules below it will generate repulsive forces and this makes the bubble to get the spherical shape also. And so the liquid will try to minimize it's surface area, to balance this... The tensile force will be acting on it. That tensile force acting parallel to the liquid surface is known as surface tension. You have said surface tension is due to the downward force
