No, Natlan is more likely based on the Ring of Fire region. Which is a Pacific region based on the native people of South/North America, a bit of Asia and Oceania. Also Regions in Genshin are in development sometimes even 2 years before they're released. So they usually start teasing them a few patches before they come out. Next patch (which is at the end of the month) will be the 5.0 Natlan update.

As others have said, this Friday the 5.0 livestream will have given us a new version trailer and our first major look at Natlan, so I think you should use Monday to get caught up on Genshin. Emilie's character teaser and demo are available, you missed the "Ignition" lore teaser, and the new trailer. That should square you away for the next few weeks on Genshin, I think, aside from whenever you might get around to the boss theme for Arlecchino. :P THOUGH I will say that because the anniversary is coming up, this livestream might have some surprises you may wanna react to, but we'll all have to wait and see.
Based on the didgeridoo in some of the music I think a better theory is that it's based on the Pacific Ring of Fire region which does include Aztec, but also Oceania and Australia. I'm also not convinced on the Africa inspiration, since I haven't seen any convincing evidence in the promotional material they've provided, but it's possible I guess we'll see when it comes out. I mean no one expected Fontaine to be also inspired by the UK as well.
The African inspiration comes from some of the character names such as Oloron and Iasan which are West African in origin. Likely it's a Sumeru situation as the North African and Egyptian influences weren't obvious there too@@NiramBG
Wuthering Waves is fairly new (3 months old) open-world high-budget gacha RPG (similar to Genshin) with great graphics and very engaging combat system. It has some cool trailers too you could react to.

Ahhhh you missed the best Natlan teaser with a sneak peak at the characters lol. Natlan comes out in a bit over 2 weeks. You did stop Genshin right before the story gets better and better so looking forward to whenever you pick it back up. Inazuma (2.0) was pretty great, Sumeru (3.0) was amazing, and Fontaine (4.0) DAMN. I'm keeping lower expectations for Natlan just cause idk how they'll keep up with how good Fontaine was. Usually Genshin streams on Twitch do extremely just for being Genshin, though I guess it's harder if you don't have mostly gaming streams.

They are working on a new region around 1 year in the background but they realese 1 teaser in versions X.7 and X.8. I would like to comment and point a forgotten thing, Mexico is North America and part of USA "roots" was part of Aridoamerica (example: Pueblo), where the chichimecas knows as Mexicas came from and became foundation of the of the biggest empires aka the Aztecs (reason why Aztecs and Mexicas are used interchangeable in Mexico)... :) So I prefer to say The Americas or Latinoamerica/LatAm, but we cannot discount Aridoamerica or Oasisamerica from it. I'm from Yaqui blood in part and some of the ancestrals beliefs came from trails from wider pre-hispanic religious spread in the three zones. Also people forget Central America is different from South America, people is so used to say South and forget, Caribbean, Central and Mexico are not properly South but LatAm.

It's not "based on Africa" it's based on tribal things in general. You see Inuit, South American and Aboriginal influence as well in the theming. It would be extremely unfortunate if Natlan was meant to be Africa because Natlan is literally the nation of perpetual war. Which seems very mean to say about Africa. lol

Inazuma (2.0) was pretty great, Sumeru (3.0) was amazing, and Fontaine (4.0) DAMN. I'm keeping lower expectations for Natlan just cause idk how they'll keep up with how good Fontaine was.
Usually Genshin streams on Twitch do extremely just for being Genshin, though I guess it's harder if you don't have mostly gaming streams.

Natlan is more based on South and middle America, Mexico, Africa, Australia, New Zeland and thoes regions. Natlan livestream is on 16 and 5.0 version is on 28. They are working on a new region around 1 year in the background but they realese 1 teaser in versions X.7 and X.8. You should react to Natlan Story Teaser when you will see it you will know it is it. ALSO WHERES VALORANT REACTION TO CINEMATICS :(
I would like to comment and point a forgotten thing, Mexico is North America and part of USA "roots" was part of Aridoamerica (example: Pueblo), where the chichimecas knows as Mexicas came from and became foundation of the of the biggest empires aka the Aztecs (reason why Aztecs and Mexicas are used interchangeable in Mexico)... :) So I prefer to say The Americas or Latinoamerica/LatAm, but we cannot discount Aridoamerica or Oasisamerica from it. I'm from Yaqui blood in part and some of the ancestrals beliefs came from trails from wider pre-hispanic religious spread in the three zones.
Also people forget Central America is different from South America, people is so used to say South and forget, Caribbean, Central and Mexico are not properly South but LatAm.

edit: about the new region, hoyoverse game usually take around 1-2 year to create new region (its either genshin or Honkai Star Rail) so right now probably they still in progress making next region for next year
