Jimmy Nuetron pretty easy to jet and tune this type of carb. It's able to sit there and idle because the clutch is disengaged with the locking lever, the idle has nothing to do with that.

How u get it to idle sitting there ?? How far out is your idle screw

Where did you get that long rod that attaches the pipe to the side of the motor?
Its part of the exhaust
Those wheels I do not trust
To this day I have over 5000 miles on those wheels and still going strong.
