I have the same unit, myself. We got it back in 2012 from my in-laws and never had to use it, of course, after a bad winter before where we lost power for a short time. It had sat idle for quite a few years and I really never messed with it so I decided to drain the old gas/clean lines, change filter, plug, and oil, etc., and it wouldn't start. Took carb off and cleaned and even put new float bowl gasket on and still won't start and I only use non-ethanol 91 octane in all my small engine stuff. I'm going by the auto parts store today to grab some starter fluid and see if will fire up and run using that to decide on next step to take. I basically have no money in it since it was a gift (ha) so anything done isn't too costly. Thanks for the great videos on this model.
Remove the air filter cover and spray top of carburetor with B12 or carburetor cleaner Then try to slowly work arm back and forth Spraying it will help

What do you use as lubrication for the governor?
The governor is inside the engine and the engine oil lubricants it
For the lever to carb wd40 will work 😮
