It’s Mexico. It’s not uncommon to see free roaming cows and donkeys in semi-rural or rural areas. At least in Baja where this took place. I’ve been there many times.

@cah1964 No. I'm from México and we don't have cows and donkeys freeroaming everywhere semirural.
There are ranchos and those animals belong there. This one in particular belongs to a ranch nearby and got loose (I checked the news). Apparently it was the second time it got loose, so it's owner was negligent.
